ISPs in South America

I have family that lives in Argentina. They said they are finally getting DSL because it is now common and affordable. Is is like that is a lot of other countries outside the USA?

The technology in south america is not great. It's old, and the electricity grid there is also poor. A lot of telecom companies sell their old DSL equipment to 2nd and 3rd world countries. I just read an article about this last week.
