The cisco guard is an add-on feature to Cisco routers that will do some network mitigation. It isn't meant to stop DDoS attacks and in fact doesn't even work well for that. What is good at, is stoping things like network floods, land attacks, and various other forms of malicious activity. I believe that product has been deemed EOL by Cisco or will be shortly.

The Cisco Guard is now EOL. But Cisco is famous for coming up with new technology they claim is the future. It's always slow to adopt and when it flops they completely abandon it.
